General Manager's Report (Continued)

When the P&Z recommends disapproval, or a small percentage (20%) of property owners object for any reason, it requires 6 votes out of 7 to overrule the zoning change request.  The Association's request was denied by the City Council. The City Council recommended that the Association develop a Planned Development District (PDD) for the park and stated they would support it.

To create a PDD, it is expected everything a developer intends to place in the development is disclosed when the PDD is submitted. This means that the Association needed to include anything we ever planned to place in the park at the time we submitted the PDD. At first it seemed like it would be straightforward. The Association would develop a comprehensive list, take it to the members and submit the list to P&Z and City Council for approval. Not so easy.

The Association recognized this would be a good time to combine Heather Park, located directly across from the boat ramp, with Emerald Boat Ramp in the PDD to avoid repeating the same process in the near future and since it essentially effected the same population, it seemed reasonable. In doing so, the Association also recognized that Heather has deep-water access and might prove to be a good location for a marina in the future.

Although there are only a few homes built in the area, the thought of a marina in "my back yard" proved an impossible hurdle. There were also objections to everything from picnic tables, to traffic patterns, to gates. It was clear early on that the Association would not be able to mitigate the concerns of a few members who believe the Association has a responsibility to protect their views and that building a park or a marina was not in their best interest, neverminding the fact that members polled in a survey taken in 2007 overwhelmingly supported park improvements, or the fact that we have over 130 members on a waiting list for marina slips and that list continues to grow.

In the end, the Association has a new park that will meet our primary objective which was to gate,  control and to provide a place for members to park on Association property.

As to the disposition of other parks or amenities, the Association is examining its options. The Board believes decisions made are in the best interest of the overall membership. Your opinion is critical in the process. We often hear from those who disagree with decisions made but seldom hear from those in favor. Please let us know what you think.
